This document establishes the canonical vocabulary for APR-Lite governance surfaces. It defines the relationship between internal field names, public-facing labels, and the contexts in which each term is appropriate. The map applies consistently across UI surfaces (Regulator View, Tenant Dashboard, Officer Console, Artifact Explorer), export artifacts (governance scorecard JSON, proof pack JSON), whitepaper text, and Zenodo abstracts. Consistent terminology is a governance requirement: regulators, auditors, and compliance officers must be able to correlate what they see in the UI with what they receive in signed artifacts without ambiguity or translation. A secondary purpose of this document is to establish which internal implementation details are suppressed on public-facing surfaces, and why. Suppression is not obfuscation. It is the correct application of the principle that regulators require governance posture — what the system found and what it means — not implementation metadata.
