This paper extends the Institutional Control Architecture by shifting the analysis of governance failure from static policy artifacts to runtime conditions in non-stationary, distributed systems. It identifies the Authorization–Execution Gap as the primary site of governance failure: the interval in which execution continues after the conditions that made a prior authorization valid have changed. Under distributed incentive gradients, local layers optimize for their own success conditions while weakening cross-layer reconciliation. The result is not a single-point breakdown, but a drift process in which provenance decouples from action, authority decouples from state validation, and governance loses the ability to distinguish admissible action from momentum. This extension introduces five linked constructs. First, the incentive gradient of governance drift explains how local optimization pressures deform system-wide coherence. Second, provenance drift and provenance decoupling describe how semantic, syntactic, decision, system, and governance layers lose reconstructable alignment over time. Third, Harle’s Law of Integration Decay states that under pressure, systems optimize for throughput before coherence. Fourth, the Authority Coupling Index (ACI) measures whether authority remains independent enough to invalidate execution. Fifth, the GATR protocol is introduced as a two-gate runtime authority architecture with four governing functions distributed across a twelve-pulse, double-domain handover sequence. Together, these constructs provide a framework for diagnosing how institutions drift from truth-binding into momentum-binding and for engineering fail-closed authority before irreversibility becomes operationally visible.
