This preprint presents Module T2 of the TEBAC 9D/9D+ program: the global anomaly and extension-independence closure step for the canonical unquotiented branch. Its role is to upgrade local inflow consistency to full admissibility of the canonical branch by theorem-level assembly of the local comparison, counterterm comparison, APS/gluing, topological \ (gₖ\), and visible-branch parity corridors. The note is written in a referee-facing theorem-and-export discipline. Its purpose is not to claim the final derivation of low-energy observables, but to isolate and discharge the exact T2 burden required before downstream modules may legitimately use a globally admissible branch and an extension-independence theorem. Within the TEBAC closure stack, T2 follows T1 and precedes T3. In the closure-ledger architecture, T2 is the module that upgrades the branch from locally consistent to globally admissible; later physical modules may use its exports only through the explicit upstream/downstream discipline of the program. Main exported outputs of this module: a globally admissible canonical branch; an extension-independence theorem; an admissibility certificate for downstream modules T3–T8. Scope discipline: this preprint treats the canonical unquotiented branch only; it does not claim full T1–T8 closure; it does not claim final derivation of the cosmological constant, gauge couplings, Higgs data, fermion masses, CKM/PMNS data, or neutrino ordering, which belong to later theorem-bearing modules in the TEBAC program.
