VoigtCore Temporal Operating System (VTOS) introduces a novel temporal-structural operating system stability layer built upon the VCore temporal governance framework and the Voigtian Field Theory foundation (DOI: 10.5281/zenodo.18249999). This work proposes that runtime collapse must be interpreted not as an instantaneous threshold event, but as a progressive temporal trajectory governed by: sustained saturation persistence temporal desynchronization structural inertia decay anticipatory replay evidence delayed recovery dynamics The architecture implements an integrated observability stack capable of classifying runtime behavior into four progressive regimes: Healthy Elevated Stressed Critical These regimes model the transition from stable computational flow to critical collapse through measurable temporal signals. Experimental validation was performed in live notebook production environments using Node.js runtime engines, browser rendering workloads, concurrent file-system stress, sustained CPU saturation, and real-time replay evidence extracted from temporal anticipation layers. The main contribution is the demonstration that processor saturation alone is insufficient to define collapse. Instead, failure emerges from the persistence of temporal pressure and fresh desynchronization events, enabling predictive stabilization strategies before critical runtime failure manifests. This publication establishes the scientific and engineering basis for a new discipline: Temporal Structural Operating Systems Engineering with applications in: predictive operating systems cloud runtime defense data center reliability industrial control systems adaptive orchestration layers complex systems observability
