Paper 56 established the static summit: closure without collapse—a reflexive system may close over itself but cannot coincide with its own complete internal semantic image . The present paper turns that static result into a dynamic theorem: every achieved closure generates new semantic frontier, so reflexive unfolding cannot halt. Not because reality is incomplete in a passive sense, but because every articulation produces new frontier. We prove no terminal reflexive completion under diagonal capability. Cosmological corollaries: no null origin, no null terminus, no external null boundary—if unfolding cannot halt, absolute origin-from-nothing and end-into-nothing cannot be admissible boundary conditions. Singularities are regime/frontier boundaries, not absolute nothing. The development is machine-checked in Lean 4 in the ReflexiveUnfolding library of reflexive-closure-lean , with bridges to nems-lean RefinementFlow (Paper 41) and RecordEntropy (Paper 42) . Trust boundary. Cosmological corollaries are interpretive packaging of the formal non-halting theorem plus self-containment assumptions stated in-text; they are not independent physical predictions.
