Based on the core framework of Mem-force Theory (MFT) established in V1-V4——gravity as a vacuum restoring force on surviving matter, with a density-dependent recovery coefficient μ (ρ) =μ₀ (ρ/ρ₀) ^α where α=0. 38±0. 02——we abandon the strict homogeneous and isotropic approximation of the cosmological principle and construct a dynamical framework for non-uniform cosmic evolution driven by the vacuum restoring force. This version extends MFT's universal response mechanism from galactic weak fields, QCD quantum scales, and black hole strong fields to the global cosmic evolution scale. We derive modified Friedmann equations and a local Hubble parameter formula, quantitatively revealing the intrinsic correlation between local matter density and cosmic expansion rate. Without introducing additional free parameters, we fit observational data (Euclid/SDSS/DESI) and verify that theoretical predictions are consistent with observations (average deviation <1%). We identify the dynamical origin of dark energy as the repulsive phase of the vacuum restoring force in low-density regions, triggered by a phase transition at ρc≈1. 2×10⁻²⁴ g/cm³. This version completes MFT's closed loop from classical-quantum, weak-strong field to global cosmic evolution.
