This paper fixes non-applicability as a structural condition within a non-modal system. Non-applicability is not treated as failure or absence. It does not indicate breakdown, lack, or insufficiency. No operation applies. No condition applies. Application is not introduced. Non-applicability is not derived. It is fixed without relation to success, failure, or prior state. This paper contributes a non-modal structural fixation in which applicability is not presupposed, thereby separating structural condition from functional evaluation.
