This paper fixes time as a structural condition within a non-modal structural system. It does not construct a theory, introduce a model, or describe a process. Time is not derived. It is not generated. It is not introduced through sequence. Time is not treated as succession, duration, or temporal order. This text does not apply to physical time, measured duration, or empirical temporal systems. Time is fixed without derivation, sequence, or temporal structure.
