We present Qualixar OS, the first application-layer operating system for universal AI agent orchestration. Unlike kernel-level approaches (AIOS) or single-framework tools (AutoGen, CrewAI), Qualixar OS provides a complete runtime for heterogeneous multi-agent systems across 8+ frameworks, 10 LLM providers, and 7 transports. Key contributions: (1) taxonomy with execution semantics for 12 multi-agent topologies; (2) Forge — an LLM-driven automatic team design engine; (3) three-layer model routing with dynamic multi-provider discovery; (4) quality assurance pipeline with Goodhart detection, JSD drift monitoring, alignment trilemma navigation, and behavioral contracts; (5) four-layer content attribution; (6) universal compatibility via Claw Bridge, A2A protocol, and 25-command Universal Command Protocol; (7) 24-tab production dashboard with skill marketplace. The system comprises 2,821 test cases, 49 database tables, 217 event types, and supports both local-first (Ollama) and cloud-based (Azure, OpenAI, Anthropic) deployments.
