Based on the author’s previous theoretical system, this paper forms the complete 1.3 version on the basis of Theory of Logical Origin 1.0, 1.1, and 1.2. Taking the observable four-dimensional universe as the research object, this study points out that the binary system, as the underlying growth engine, has an inherent defect of excessive expansion, and the combination of binary and ternary systems alone cannot maintain the stable evolution of the universe for 13.8 billion years. This paper proposes that the observable universe achieves dynamic steady state relying on the balance consumption mechanism of multi-base and multi-dimensional parallelism, in which all bases and dimensions coordinate and restrict each other to curb excessive growth. The Pythagorean Frustum Unified Model, as a standardized geometric carrier, fully presents the unified structure from the four-dimensional foundation to multi-dimensional constraints. Version 1.3 of the theoretical system is more rigorous, complete and self-consistent, highly consistent with observational facts, providing a systematic and profound framework for understanding the underlying laws of the universe.
