This work presents a blinded, ex-ante predictive framework for the analysis of binary black hole (BBH) gravitational waveforms, with emphasis on the pre-merger regime in the final 50ms before coalescence. The purpose of this document is not to claim detection, but to preregister a falsifiable observational program for testing whether the pre-merger residual relative to standard General Relativity (GR) templates contains non-trivial temporal structure. The proposed framework defines the residual, specifies a causal resonant-memory model at the level of observables, and establishes strict preregistered falsification criteria for subsequent application to open LVK data. This document is intended as a timestamped theoretical and methodological reference preceding observational evaluation.
