We present a phenomenological framework describing gravitational signal propagation as an effective phase-fluid medium. The model reproduces the classical weak-field tests of General Relativity, including light deflection, gravitational redshift, and the Shapiro time delay. A key result is the emergence of a small chromatic correction scaling as ν⁻¹, distinct from the standard plasma dispersion ν⁻². This provides a direct observational signature. We propose a multi-frequency solar occultation experiment as a falsifiable test of the model. While the effect is subdominant, its spectral behavior may be detectable through multi-frequency analysis. All results are fully reproducible using the provided simulation pipeline.
