This paper introduces a novel unification framework based on the postulation of the vacuum as an active, fractal dielectric medium with real impedance () 2. We define an intrinsic asymmetry constant, the T-Factor (), which represents the residual phase friction of the network during electromagnetic information transfer. By redefining the Gravitational Constant () as an emergent property of the Coulomb interaction scaled by ,this model provides a first-principles derivation of the most significant anomalies in modern physics. We demonstrate that the Hubble Tension () is not a result of metric expansion but a manifestation of the network's refresh rate, yielding a value consistent with recent CMB 8 and distance ladder observations 9.
