This paper proposes the Holographic Impedance Framework, a geometric reinterpretation of gravity and time where the vacuum is treated as a substantive medium with non-zero impedance. Drawing a parallel to the classical electromagnetic vacuum impedance (Z₀ ~ 377 Ohms) we define a Scalar Impedance (phi) that dictates the local rate of causality, such that d (tau) = dt / phi. We demonstrate that the Pioneer Anomaly is a cumulative blueshift caused by the scalar impedance gradient of the Solar System, and that galactic kinematics including the SPARC catalog and the Baryonic Tully-Fisher Relation emerge naturally from this framework without invoking dark matter. Crucially, we demonstrate that this geometric modification rigorously preserves local Lorentz invariance, collapsing identically to General Relativity in high-acceleration environments. Furthermore, we explore the concept of Vacuum Hysteresis as a potential explanation for the "mature galaxy paradox" observed by the JWST. While this temporal feedback mechanism remains a phenomenological proposition requiring further development, it provides a compelling hint of how vacuum inertia could allow for accelerated primordial maturation. The framework is validated against the Bullet Cluster offset and the high-acceleration limit of the CMB, offering a unified perspective on the constitutive properties of the vacuum.
