SCFL v1.0 (Standard Coherence Fidelity Layer) introduces the first minimal, domain-agnostic measurement layer that turns cross-boundary coordination coherence into an explicit, observable, and enforceable system property. At its core are three tightly coupled primitives: • δ(t) — the continuous upstream structural signal of coordination coherence • System-seam measurement — quantification of mismatch (Δ), cumulative deformation (Φ), and time-to-boundary (τ) using only native operational telemetry • Coherence Half-Life (τ½) — the precise, replicable rate-of-decay observable that reveals how rapidly recoverability is eroding inside the Precursor Window (PW) SCFL operates without system unification, integration, or process redesign. It provides meta-infrastructure coordinators (emergency management, critical infrastructure, cross-jurisdictional bodies) with early visibility into coordination drift while traditional indicators remain nominal. This paper outlines the adoption logic, structural fit in fragmented environments, and direct implications for standards bodies. It shows how SCFL closes a longstanding governance gap: systems can now be held accountable for coordination coherence itself — not merely for outcomes after coherence has already failed.
