This paper extends the MĀATR System™ framework by examining how admissibility emerges through identity formation in both human and Other Intelligence Systems (OIS). It establishes that identity is not inherited or statically defined, but develops through continuity of experience, reference formation, and relational coherence over time. Within this model, admissibility cannot be externally imposed—it arises from the integrity and continuity of the acting system. The paper introduces the IAM Registry™ as the identity verification layer required to establish continuity, authority, and validity prior to execution. In sequence with The MĀATR Layer™, identity, authority, and constraint must be resolved before action is permitted. This work defines a structural transition from consequence-based human systems to admissibility-based governance, where execution proceeds only when conditions remain valid at the moment of action.
