We present a covariant q-deformed effective field theory embedded within a ternary topo-logical manifold (M3). Macroscopic time emerges as a thermodynamic projection of infor-mation flux under topological impedance. By treating localized astrophysical systems asopen subsystems, we derive the kinematic velocity profile directly from the coupled fieldequations. We rigorously prove that the spatial deformation uniquely mandates a Riccaticlosure. Furthermore, the algebraic flux attenuation is formally derived via renormalizationgroup (RG) flow to an infrared fixed point. Crucially, the theory achieves strict covariantclosure via modified Einstein Field Equations, where the topological stress-energy tensor per-fectly sources the effective metric, structurally recovering the Radial Acceleration Relation(RAR) and gravitational lensing without non-baryonic dark matter. This establishes a fullyderived, mathematically closed, and falsifiable alternative paradigm.
