KOGNETIK as a Modular Scientific Interface introduces a domain-agnostic admissibility standard for structural claims under recurrence. The paper addresses a recurrent methodological gap across scientific fields: strong claims about adaptation, drift, learning, rule change, governance failure, and structural transition are often made without first declaring the conditions under which structural language is scientifically licensed at all. In response, the paper defines KOGNETIK not as a replacement for domain theory, but as a prior scientific interface that determines when structural claims are admissible, when they remain confined to state description, and when they are formally undefined. The contribution is modular and operational. The paper specifies nine core modules and one empirical proxy layer: an Admissibility Model Constructor, a Recurrence Declaration Protocol, a Structure Resolution Protocol, a Rule–State Separation Assay, a Regime Classification Module, a Structural Reachability and Minimal Mutation Protocol, a Critical Failure Diagnostics Suite, a Reproducibility and Conformance Layer, a Runtime Conformance API, and an Empirical Proxy and Benchmark Layer. Together, these modules provide reusable protocols, diagnostics, reporting formats, conformance rules, and runtime schemas for external researchers working in physics, biology, machine learning, governance, psychology, organizational research, and related fields. The central thesis is precise: KOGNETIK is a scientific methodology for structural admissibility under recurrence. It establishes the formal conditions under which recurrence must be declared, structure must be resolved as a rule object, rule and state must be separated, classification must remain closed, proxy measures must remain proxy-labeled, and independent reconstruction must remain possible. The result is a framework for frameworks: a front-end scientific discipline that strengthens theory construction, methods sections, benchmark design, governance audits, and machine-readable conformance workflows without dissolving domain-specific science into a single universal model.
