This paper introduces a structural framework for understanding persistence in distributed systems. Instead of treating retention as a managerial or operational function, it is formulated as a regime that suppresses fragmentation and enables continuity of state. The work defines the concept of a retentive system (R-system) and distinguishes between diffusive and non-diffusive modes of organization. Boundary conditions for regime transition are proposed, along with operational proxies that allow empirical differentiation. The contribution is ontological rather than prescriptive: it identifies a class of system behavior in which structural persistence replaces transient flow as the dominant organizing principle.
