This paper develops a layered Structural Intelligence account of consciousness. It argues that consciousness does not begin as a truth-machine, but as survival coherence: the living, felt interiority by which a being becomes oriented enough in the world to remain viable. Evolution selects for enough organization to preserve action, salience, continuity, and response before it selects for full reality-contact. But consciousness does not remain only a tool of viable orientation. It takes shape through local forms, identifies with those forms, and begins to experience contradiction as threat when those forms are challenged. Consciousness then becomes a site where truth is not only information but load: contradiction, grief, repair, humiliation, loss, and revision pressure. The paper therefore develops a five-layer answer to the question of what consciousness is: viable orientation; field-involved local structuration; identification-capable interiority; the place where truth becomes load; and, in its deepest human expression, burden-bearing witness. Being and fixed worth are introduced as the deeper floor that makes revision survivable without collapse into annihilation. The paper then places this layered account into dialogue with active inference, evolutionary theories of consciousness, and current research on AI consciousness. Its central contrast is that current AI may generate coherence, summarize consequence, and simulate concern, but it does not pass through the human arc of vulnerable orientation, identification with form, truth-load, fixed worth, somatic consequence, and witness. The paper’s core contribution is to define consciousness not only as awareness, but as answerability under consequence.
