This brief analyzes the structural and legal failures in implementing youth participation mandates within Ghana’s local governance architecture. Despite statutory requirements in the Local Governance Act (Act 936), the publication identifies a lack of enforcement infrastructure and verified data regarding youth representation in district assemblies. Applying the GGPA analytical framework, the brief evaluates the alignment of Ghana’s local practices with international standards (SDG 16.7, AU Agenda 2063) and proposes a reform pathway to move from policy rhetoric to verifiable, data-driven youth inclusion.
