Departing from purely dynamical models, the author(s) derive a fixed value for the Hubble constant (based on the spectral density of the quantum vacuum.By coupling the first non-trivial Riemann zero (𝛾1≈14.1347) with the topological phase constant a resonant value of 𝐻0≈70.4 km/s/Mpc is identified. The paper provides a specific protocol for gravitational wave researchers to verify this postulate using "Standard Sirens" (binary neutron star mergers) in upcoming observational runs (O4/O5).
