This document presents the SAITCO Construction Intelligence Decision Framework (CI-DF), a structured conceptual and applied system for transforming engineering project contracting into a decision-centric construction intelligence model. The framework integrates analytical models, system architecture, and applied multi-case validation across financial claims, risk-adjusted pricing, project delivery, organizational structuring, and cost intelligence. The CI-DF framework is part of a broader integrated construction intelligence ecosystem developed under the SAITCO Global Construction Intelligence System, which includes scientific methodology, decision systems, software platform architecture, operational implementation models, validation center (CI Center), and unified brand identity. This publication establishes a globally timestamped intellectual reference for the CI-DF framework and its associated system.
