Abstract

Decision-OS V9. 1 is an operational release protocol for high-impact systems under public repetition. The core problem is not a lack of intelligence, but failure amplification: hindsight overwrite, responsibility laundering, and repeated exposure under the Public Tube. V9 fixes three anchors: As-of — evaluate decisions under the information, constraints, tools, and capability ceiling available at the time. Seat — keep decision rights and responsibility explicitly assigned. Release — publish only through impact-weighted continuous pass, not one-shot correctness. V9. 1 extends this release protocol into a reusable judgment-state protocol. The main update is Judgment Compression: preserved residue from a decision review is reduced into an executable gate state, not summarized as ordinary knowledge. A compressed judgment is stored as: (outcome, residueₖey, condition) This means a past decision does not become a permanent permission. It remains reusable only while its condition holds. If the condition becomes invalidated, stale, or unverified, the state defaults to DELAY and must be rechecked through DFR.
