One of the factors that help the employee to stabilize his legal and psychological status towards his work in state facilities is that he obtains his most important material and moral rights that work to achieve this goal. The law grants him the right to promotion according to what the law stipulates. However, the legislator did not make it an absolute right, but rather defined it in cases in which the administration may refuse to grant it, postpone it to a certain time, or deprive him of it from the beginning. This made this matter a rich and rich subject of interpretations that may push the administration to work on it. Therefore, we worked on researching this topic from the perspective of the administrative judiciary and the role of its rulings in contributing to the interpretation of many legal rules that the administration may find somewhat ambiguous, or make a mistake in interpreting them, or abuse its right.. Through our study, we decided to divide it into two sections. The first section includes a statement of the importance of administrative judiciary rulings in interpreting the concept of promotion and the nature of the mechanisms that help the employee to deserve it. As for the second section, we were to clarify the interpretation of administrative judiciary in cases in which he does not deserve promotion.
