This paper presents the final, definitive version of Photon Ontology and Universal Photon Coupling within the PFUS V18.0 unified cosmic system. The overall framework of the photon theory has long been fundamentally correct, and only minor imperfections, ambiguities, and expressions in earlier versions have been revised and refined. With the release of PFUS V18.0, the photon theory is finally formalized, fully perfected, and rigorously finalized as the second irreducible foundational pillar of the entire unified system, following the ontological reconstruction of zero. Based on primordial axioms, four-dimensional closure, 45° coaxial double-cone frustum geometry, and the deterministic dimensional evolution pathway 1→5→11, we completely discard the classical view of time as a dimension or spacetime axis. The photon is rigorously defined as the unique physical manifestation of Primordial One 1 in the observable four-dimensional universe, the primordial energy unit, the structural dynamical axis of the 45° coaxial double-cone frustum, and the universal coupling mediator, rather than a temporal carrier. Photon coupling is derived as a universal topological field force arising from four-dimensional structural coherence and 11-dimensional topological projection, unifying cosmic dynamics, quantum correlation, dark matter, dark energy, biological order, and information transmission within one logically closed, deterministic framework. This system is fully compatible with general relativity, quantum mechanics, and 11-dimensional M-theory, while supplying their missing ontological foundation. The photon theory herein is no longer a phenomenological supplement but a complete, axiomatically closed, and definitively correct core structural pillar of the ultimate cosmic unified system.
