Modern operational systems — mobility, energy, hydrology, agriculture, aerospace, industrial systems, maritime systems, cyber-physical systems — operate in silos. Each domain has its own controllers, safety rules, timing assumptions, arbitration logic, override behavior, and operational envelopes. This fragmentation produces nondeterministic cross-domain behavior, timing divergence, unsafe operational interactions, unpredictable multi-agent coordination, cascading failures, and un-auditable operational outcomes. This paper introduces Lume-Ops, the first deterministic, cross-vertical operational governance substrate. Lume-Ops unifies multi-agent coordination, cross-vertical arbitration, operational safety envelopes, deterministic scheduling, timing correction, override behavior, and certificate-level auditability across the entire DAIGS ecosystem — Lume-Auto, Lume-Aero, Lume-Grid, Lume-Hydro, Lume-Geo, Lume-Civ, Lume-Ind, Lume-Env, and Lume-Space. Where Lume-V decides what should happen, Lume-Ops decides how it happens safely across all verticals. Together, they form the first deterministic cognition-to-execution stack.
