Forms of Internal and External Communication in the Presence and Absence of A Public Relations Department within the Organization: A Comparative Study of Palestinian Chambers of Commerce and Industry in the West Bank

Organizations are constantly seeking to provide the best of what they have to their audiences, because this will reflect on their success and continuity, and to provide the best, these organizations need to practice the communication process continuously to identify the need and desire of the masses, and because communication is considered the basis of the administrative process in all its stages, and it is the essence of the work of public relations, and there has become a great interest in studying the communication activities of the public relations department, identifying its reality and its impact on the organization, and constantly seeking to improve the performance of the public relations department in organizations and this is reflected in the communication activities with the internal and external audiences of the organization, which is reflected in the communication activities with the internal and external audiences of the organization. Statement of the Problem: The issue was the need for a comparative study between chambers that have a public relations department and those that do not. Objective: To identify the forms of internal and external communication in the Palestinian Chambers of Commerce and Industry in light of the presence and absence of the public relations department. Methodology: The researcher used the descriptive-analytical approach to obtain practical results that were interpreted in an objective manner and can be analyzed in line with the actual data of the study. Tool and sample: A questionnaire was used to collect information, which was distributed to the internal audience of the Palestinian Chambers of Commerce and Industry, comprising all employees of the chambers, using a comprehensive survey. The number of employees in all chambers in the West Bank reached 155. and to the external audience, which consists of members of the Palestinian Chambers of Commerce and Industry in the West Bank, using a stratified random sample of 380 employees during the period from September 26 to November 20, 2024. Results: The research concluded a set of results, the most important of which is that the Palestinian industrial chambers of commerce in the West Bank have a high level of practicing internal and external forms of communication. And that the level of practicing forms of internal communication in Palestinian chambers of commerce and industry that have a public relations department is higher than that of chambers that do not have a public relations department. Recommendations: This study recommended the necessity of having a public relations department in Palestinian chambers of commerce and industry and investing in it. تسعى المؤسسات إلى تقديم أفضل ما لديها لجماهيرها، لأن ذلك سينعكس على نجاحها واستمراريتها، ولتقديم الأفضل فإنها تحتاج لممارسة العملية الاتصالية بشكل مستمر لتقف على حاجة ورغبة الجماهير، ولأن الاتصال أساس العملية الإدارية في كافة مراحلها، و جوهر عمل العلاقات العامة، أصبح هناك اهتماماً كبيراً في دراسة الأنشطة الاتصالية لدى إدارة العلاقات العامة، والتعرف على واقعها وأثرها على المؤسسة، والسعي المستمر لتحسين أداء دائرة العلاقات العامة في المؤسسات وهذا ما ينعكس في الأنشطة الاتصالية مع الجماهير الداخلية والخارجية للمؤسسة، ولأن الغرف التجارية الصناعية الزراعية الفلسطينية من المؤسسات الفلسطينية التي تمثل أهم القطاعات وهو القطاع الخاص، إذ يبلغ عدد الغرف التجارية الصناعية الفلسطينية في الضفة الغربية (13) غرفة، تمتلك ثمانية غرف منها دائرة علاقات عامة وخمسة لا تمتلك، مع تقديمها لنفس الخدمات ووجود نفس الأهداف وخدمتها لنفس طبيعة الجمهور، ووظفت الدراسة المنهج الوصفي التحليلي لتحقيق هذا الهدف. إشكالية الدراسة: تمثلت المشكلة في الحاجة لدراسة مقارنة بين الغرف التي تمتلك دائرة علاقات عامة والغرف التي لا تمتلك. الهدف: هدفت الدراسة إلى التعرف على أشكال الاتصال الداخلي والخارجي في الغرف التجارية الصناعية الفلسطينية في ظل وجود وغياب دائرة العلاقات العامة فيها. المنهج: استخدمت الباحثة المنهج الوصفي التحليلي من أجل الحصول على نتائج عملية تم تفسيرها بطريقة موضوعية، ويمكن تحليلها بما ينسجم مع المعطيات الفعلية للدراسة. الأداة والعينة: استخدمت أداة الاستبانة لجمع المعلومات، والتي تم توزيعها على الجمهور الداخلي للغرف التجارية الصناعية الفلسطينية وهم كافة الموظفين في الغرف باستخدام المسح الشامل، حيث بلغ عددهم (155) موظف في كافة الغرف في الضفة الغربية، وعلى الجمهور الخارجي وهم المنتسبين للغرف التجارية الصناعية الفلسطينية في الضفة الغربية، باستخدام العينة العشوائية الطبقية المتناسبة التي بلغت (380) ، خلال الفترة الزمنية الممتدة من 26 سبتمبر/ أيلول _ 20 نوفمبر/ تشرين الثاني من العام 2024. النتائج: خلص البحث إلى مجموعة من النتائج أهمها أن الغرف التجارية الصناعية الفلسطينية في الضفة الغربية تمتلك مستوى عالي لممارسة أشكال الاتصال الداخلي والخارجي. وأن مستوى ممارسة أشكال الاتصال الداخلي في الغرف التجارية الصناعية الفلسطينية التي يوجد بها دائرة علاقات عامة، أعلى من مستواها في الغرف التي لا يوجد بها دائرة علاقات عامة. التوصيات: أوصت هذه الدراسة بضرورة وجود دائرة علاقات عامة في الغرف التجارية الصناعية الفلسطينية والاستثمار فيها.
