ONE AXIOM: The Rutter — Navigation Record through Undecidability, Meta-D1 Hierarchy, and the External Observer This paper continues the ONE AXIOM Series M following Document 7M (The Doors, 2026). Where 7M provided the sailing directions for fixed-point navigation — SAND classification, domain navel geometry, and the FORBₙav constitutional memory — 8M provides the formal theory of what accumulates when internal navigation exhausts itself. Core contributions: The central object is the catalog Ω = π₅ ∪ π₅. ₅ (0M Thm M4. 1), partitioned into Ωₚend (resolvable under language extension via meta-D1) and Ωₐbs (permanently unresolvable). The NavState Representation Theorem establishes that five mutually independent components (σ, k, FORBₙav, ICCA, ICCB) fully characterize any navigational state. The Bridge Theorem provides the exact algebraic criterion for Ωₚend exit: ICC (DE') ≠ ∅ if and only if ALLOWEDₙav (DE') is S₄-orbit-complete in GF (2) ⁶. The Arrow of Time follows as a corollary: the reversed Z₄-direction lands in State 36★ ∈ FORB₁₃, making causal direction structurally unique (with a formal prediction on matter–antimatter asymmetry).
