This paper establishes the foundational axioms of Unified Fluctuation Geometry (UFG), a framework in which spacetime, matter, mass, effective interactions, gravitational response, and cosmological background behavior emerge from structured energy fluctuations, orientational order, and their geometric relations. In this revised version, gravity is formulated as the long-wavelength elastic response of macroscopic orientation order. Local gravitational sourcing is interpreted as a source-induced compressive branch of this response, while dark-energy-like behavior is treated as a residual background-fluctuation branch of the same geometric sector. The framework also clarifies the roles of the direction field, scale-dependent effective dimension, geometric locking of energy, emergent causal speed, weak-field recovery, and the status of UFG as a unified fluctuation-geometric research program rather than a completed microscopic theory. This version substantially updates the gravitational and cosmological interpretation of Part I and provides a stabilized foundation for later work on GR recovery, matter-sector reconstruction, and phenomenological constraints.
