The significant transition from fossil fuel sources to renewable energy sources have caused to a variety of challenges. Among these challenges, addressing frequency deviations has become a central focus in designing control systems for isolated microgrid power systems. Renewable sources, because of their inherent variability and reliance on environmental conditions, act as continuously fluctuating power generators. In response to these challenges, a novel modified fractional order regulator is designed in power systems. The innovation combines the Fractional Order Proportional Integral Derivative and Tilt Integral Derivative controllers, while using the Cohort Intelligence Optimization method for simultaneous optimization of their parameters. The simulations and optimization are conducted using MATLAB/SIMULINK environment. The proposed controller demonstrates settling time improvements of 50%, 75%, and 77% over the PID controller and 42%, 65%, and 71% over the FOPID controller. The simulation results, assessed with different cost functions, show that the proposed controller and optimization method effectively minimize frequency fluctuations, boost system stability, and increase robustness to parameter uncertainties.
