Black holes do not contain infinite singularities, and gravitational waves are not ripples in empty spacetime. This manuscript presents the Electron Flow Model (EFM), a complete fluid-dynamic reinterpretation of gravity based on vacuum electron flux and Electron Void Gravitational Spheres (EVGS). We detail the framework's conceptual resolutions to the most persistent legacy anomalies in General Relativity: the elimination of the r=0 singularity, the preservation of quantum data via Pauli Exclusion structuring (resolving the Information Paradox), the thermodynamic derivation of Astrophysical Jets, and the mechanical interpretation of Gravitational Waves as quadrupolar fluid shear. By defining the governing equations of the vacuum flux, we address critical astrophysical constraints, including relativistic consistency and macroscopic neutrality. Furthermore, this paper transitions the EFM from theoretical architecture to empirical testability. We establish the "Thermal-Proximity Flex" as a falsifiable replacement for Hawking Radiation, providing a clear observational roadmap and specific, line-less continuum predictions for next-generation X-ray microcalorimeters such as XRISM and Athena.
