This study was undertaken to better understand learner satisfaction and learner-perceived outcomes from the learning city project in Korea. Residents in 57 Lifelong Learning Cities were administered a government-sponsored, multi- faceted, self completion questionnaire (n=5,530). This study providesthe basic source materials for monitoring the project process and the suggestions for more effective policies in order to improve responsibility and reliability over future policies. The study represents a significant, theory-generating reanalysis of a large, national database originally collected for valuation purposes. The analysis revealed three factors of satisfaction (overall quality, program design, and resources) and two factors of societal impact (social outcomes and economic outcomes). The resulting framework will serve as a useful guide for future evaluation research in Korea and in other countries involved in the learning city movement.
