This document constitutes a comprehensive, definitive synthesis of the theoretical architecture demonstrating that the non-trivial zeros of the Riemann Zeta function are the strict spectral resonances of a deterministic, topological operator. Departing from classical heuristic operator models, we derive a self-adjoint Hamiltonian from the combinatorial manifold of unrestricted integer partitions and the geometry of the A₊-₁ root system.
