This Foundational Paper introduces the core formulation of the Multiverse in Vertical Time Theory (MVTT) and its specific application to the cosmological constant problem. The work develops a constraint-based interpretative framework linking informational admissibility, torsional structure, and cosmological stabilization, while preserving compatibility with standard local spacetime physics, through a structural architecture which includes phase-curvature tensors, local branching dynamics, and recursive compile-level realization - all embedded within a spacetime manifold governed by a meta-temporal vertical ordering of time. The paper also explores theoretical and mathematical connections with PGT, Wolfram's Ruliad, Deutsch-lineage simulative interpretations, Wheeler-DeWitt problem of time, and an Everett-compatible operational bridge with Copenhagen. Full technical development, formal structure, 58 equations, 1 Lemma, a prediction set and 7 appendices are contained in the deposited manuscript. Version 2.0 incorporates the revised Appendix (d) on the 9-45 Hz admissibility corridor, a new falsifiability Prediction on its residual coarse-grained signature, and a new Appendix (e) related to local-branching and the possible holographic nature of the reality frames.
