This paper is part of a coherent research program developing an informationally emergent physical framework. P12 derives the emergence of an effective U(1) gauge structure from the discrete informational coherence principles established in earlier papers. The analysis shows how phase-like degrees of freedom and local symmetry transformations arise naturally within coherent informational networks, without postulating gauge invariance as a fundamental input. The resulting U(1) structure provides the foundation for the emergence of electromagnetic-like interactions in subsequent developments of the framework. This paper establishes the first concrete realization of a specific gauge sector emerging from the underlying informational substrate. While this paper can be read independently, its full role is understood only within the complete sequence of papers (P00–P32).
