This thesis examines the content and essence of educational standards of primary education and their regulatory and developmental roles in the education system. Using comparative analysis of normative documents and scholarly sources, it clarifies the structure of standards within a competency-based approach, their outcome orientation, and contribution to quality assurance. The study proposes practical implications for aligning monitoring, assessment, and learning outcome design across levels of education.
