The cosmological constant problem remains one of the most severe discrepancies between theoretical expectation and observation, with standard quantum field theory predicting vacuum energy densities vastly exceeding the observed cosmological vacuum curvature. In this work, we develop the Breathing Universe framework, a phenomenological approach in which the cosmological constant emerges as a horizon‑regulated macroscopic residual, rather than as a direct sum of microscopic vacuum contributions. The framework describes vacuum organization in terms of complementary redistribution tendencies, whose net imbalance acts as an effective order parameter H = H⁺ − H⁻. Local dynamics drive this imbalance toward near‑balance through relaxation and statistical averaging across a hierarchy of coherence domains. However, finite causal structure, set by the cosmological horizon, prevents exact global cancellation. As a consequence, a small but nonzero residual variance survives at horizon scale. This mechanism can be summarized as a physical chain: imbalance → statistical suppression → residual variance → Λ ~ RH^ (-2). The resulting cosmological vacuum curvature follows the scaling relation ΛBUM = ξ RH^ (-2), where ξ is a dimensionless efficiency parameter of order unity, encoding correlation and geometric effects. The framework is formulated within a covariant effective field theory description that preserves Einstein gravity and introduces no new fundamental degrees of freedom. The resulting dynamics are perturbatively stable, suppress dark‑energy fluctuations at linear order, and reproduce the expansion history and structure formation of ΛCDM at leading order. Numerical implementation within standard cosmological solvers confirms consistency and stability. Comparison with current observations from Planck, baryon acoustic oscillations, and Type Ia supernovae shows full compatibility, while also identifying clear falsifiability conditions through precision measurements of the dark‑energy equation of state and horizon‑scale evolution. The Breathing Universe framework therefore provides a conceptually economical and empirically testable reinterpretation of the cosmological constant as an emergent feature of horizon‑limited vacuum organization, replacing microscopic fine‑tuning with a geometric and statistical hierarchy.
