With the rapid expansion of services to the mentally retarded, the time has come for a clarification of the place, responsibilities, and functions of personnel employed in leadership positions. This article focuses attention on the administrator of such programs as the person who organizes the efforts of the school system to achieve its purposes and on the supervisor as the person who devotes the majority of his time to improving the teaching-learning situation.
