The article discusses methodological approaches to assessing human resource development in the context of the digital transformation of the economy. The theoretical foundations of the concept of human capital, the international framework of digital competencies, as well as tools for quantitative and qualitative assessment of skills and organizational development are analyzed. Special attention is paid to the integration of competence-based, institutional and analytical approaches. Conclusion It is noted that methodological approaches to assessing human resource development in the digital environment are based on the synthesis of human capital theory, competence approach and analytical management tools. International research confirms that the effectiveness of digital transformation is determined not only by the level of technological development, but also by the quality of human capital. A comprehensive assessment system should combine national indicators, standardized digital competence frameworks, and corporate HR analytics. Only the integration of these levels makes it possible to ensure the sustainable development of human resources in the digital economy.
