The mass-energy equivalence formula E=mc² has long been regarded as a universal law governing mass-energy conversion, but it has three fundamental deficiencies: over-reliance on constant rest mass and invariant light speed, biased interpretation of physical essence, and narrow application domain. Based on the PFUSRC four-dimensional double-cone cosmic topology, this paper redefines mass as field-dependent floating equivalent mass and light speed as field-dependent characteristic energy transmission velocity. Cosmic space is divided into three functional domains: divergent expansion, waist equilibrium, and convergent aggregation. A universal energy formula applicable to the whole universe is derived. The classical formula is only an empirical tool for potential energy difference conversion, while the new theory reveals the real mechanism of energy release and mass-state evolution. The universe is an open energetic system with exogenous energy supply and internal circulation. Cosmic expansion has an upper limit, and high-density regions can form long-term steady-state structures. The new framework systematically corrects the classical mass-energy theory and establishes a complete, self-consistent logical system for cosmic energy evolution.
