This technical note is Part I-2 of the AIKernel / AIOS Phase-1 specification series. It defines the VFS Architecture and Semantic Storage Model as the storage boundary governance layer for deterministic AI systems. The paper introduces capability-based VFS sessions, non-routable transition semantics, bounded storage topology, and deterministic read-only projection for replay. It formalizes storage access not as late runtime exceptions, but as type-level Capability Contracts that expose truthful storage capabilities to the governance layer. This paper builds on Paper 01, ROM Format and Knowledge Snapshot Model, by defining the governed storage substrate through which ROM documents, snapshots, conversation histories, and replay artifacts are persisted and retrieved. The English manuscript is the canonical version. The Japanese manuscript is included as a companion translation.
