P58: Tidal Charge in CCEGA from Israel Junction Conditions — Derivation Without Weyl Tensor

We derive the tidal charge q of CCEGA black stars directly from the Israel junction conditions, without invoking the bulk Weyl tensor E_μν. This resolves the tension between P35 (q ≠ 0) and P55 (bulk Weyl tensor = 0). The result qIsrael = 2GN·M·Rfinal· (1−e⁻¹) /c² is consistent with P35 numerically but has a different physical origin. No retraction of P35 is required.
