This technical report defines the U131 Global Ethnobotanical Structural Screening Framework with external replay governance and no-retuning validation slots. It extends the U131-Kampo structural screening framework from Kampo-centered formula and herb ledgers into a global cross-corpus botanical and natural-product screening infrastructure.The framework normalizes culturally diverse material records into species identity, material part, preparation, compound proxies, biosynthesis proxies, target proxies, risk flags, source ranks, and validation slots. Tradition labels are retained as metadata only and are blocked from scoring. The report defines GlobalShadow120 and GlobalShadow500 shadow-only material ledgers, external replay governance for LOTUS-style, KNApSAcK-style, USDA-style, PubChem-style, and ChEMBL-style source classes, candidate freeze rules, replay output classes, no-retuning walls, risk quarantine, and failure-taxonomy routing.Across the v2001-v4000 global expansion sequence, 983,350 of 983,350 computational governance checks passed. These checks assess replay governance, leakage prevention, digest stability, no-retuning compliance, risk routing, and reproducibility boundaries. They do not constitute evidence of clinical efficacy, prescribing suitability, dosage guidance, human safety, human use, or drug development.
