Abstract This whitepaper proposes a "Full-Stack Sovereign AI Infrastructure" model, vertically integrated from foundational methodology to hardware implementation, to resolve the data monopolies inherent in conventional centralized platforms and strategically reduce cloud dependency. The core Hybrid Distributed Architecture (HDA) combines decentralized access control via DLT-DSA with timing-based Reference Integrity Value (RIV) control logic to guarantee the real-time integrity of data and AI model weights. Through a variable RIV system and a calibrated grace period (ΔT), the architecture secures continuous intelligent operations without service interruption, while reducing computational overhead via intelligent Lazy Deletion. At the physical and network boundaries, the infrastructure operationalizes a rigorous OSI Layer-6 Trust specifically, by fractionally offloading static data—which comprises approximately 70% of total data volume—to individual edge nodes, it radically eliminates centralized cloud redundancy and long-term data debt.
