A Blueprint for Sovereign Intelligence: Advanced DLT-DSA Framework for Decentralized Integrity Verification (HDA-RIV) and Systemic ESG Implementation (Version v2.0.0) [Technical whitepaper]. Zenodo. Abstract This whitepaper proposes a "Full-Stack Sovereign AI Infrastructure" model, vertically integrated from foundational methodology to hardware implementation, to resolve the data monopolies inherent in conventional centralized platforms and strategically reduce cloud dependency. The core Hybrid Distributed Architecture (HDA) combines decentralized access control via DLT-DSA with timing-based Reference Integrity Value (RIV) control logic to guarantee the real-time integrity of data and AI model weights. Through a variable RIV system and a calibrated grace period (ΔT), the architecture secures continuous intelligent operations without service interruption, while reducing computational overhead via intelligent Lazy Deletion. At the physical and network boundaries, the infrastructure operationalizes a rigorous OSI Layer-6 Trust & Hardware-Level Security paradigm. The Hybrid Bi-phase MCU (HBMCU) intelligently orchestrates memory subsystems to eliminate bottlenecks and hard-wires security defense logic directly at the hardware gate level to physically protect data sovereignty. Concurrently, the infrastructure introduces the Universal Trust Layer (UTL) and Universal Trust Protocol (UTP) natively within Layer 6 of the OSI model, realizing an Intelligence-Native Protocol that embeds veracity and cognitive value directly into data telecommunications. This technological foundation enables the practical deployment of sovereignty-driven Agentic AI and privacy-absolute Personal AI. Furthermore, it presents a sustainable digital ecosystem driven by Algorithmic ESG & Synergetic Value Management (SVM), where the underlying technical structure inherently generates ESG values across Green AI (Environment), localized regional technical support hubs (Society), and Non-Custodial Settlement matrices (Governance). The full-stack viability and operational readiness of this architecture are definitively anchored by its empirical validation via 'PublicPlatform'. Rather than forcing a complete replacement of legacy systems, the model pursues an efficient coexistence; specifically, by fractionally offloading static data—which comprises approximately 70% of total data volume—to individual edge nodes, it radically eliminates centralized cloud redundancy and long-term data debt.
