Contemporary computational, biomedical, and regional mobility infrastructures face a convergent crisis of thermodynamic inefficiency, stochastic biochemical or radiative collateral damage, and brittle physical resilience under extreme environmental forcing. Synthesizing the author's three-part foundational conception (Next-Generation Innovation Concept, Parts I–III), this monograph establishes a unified mathematical, thermodynamic, and cryptographic architecture across three sovereign domains: (Pillar I: New Energy & Hardware) room-temperature spintronic-photonic hybrid integrated circuits that eliminate Joule heating alongside high-field superconducting magnetic-confinement fusion coupled with Graph Networks for Materials Exploration (GNoME)-discovered solid-state hydride hydrogen storage; (Pillar II: Medical & Somatic Bio-Interfaces) ocular contact-lens brain-computer interfaces (BCIs), low-dose spectral Photon-Counting Computed Tomography (PCCT), non-explosive solid-state cardiac pacemakers, and selective tumor apoptosis via Human alpha-Lactalbumin Made Lethal to Tumor Cells (HAMLET); and (Pillar III: Regional & Autonomous Mobility Infrastructure) climate-resilient coastal railway engineering modeled on the United Kingdom Dawlish sea wall transformation alongside autonomous AI control for community utility vehicles (golf carts) and heavy construction excavators. To guarantee physical-layer safety and human sovereignty across all three pillars, every autonomous actuation loop is governed by the Recursive Thermodynamic Optimization Protocol 2.0 (RTO P2.0) and verified in real time via a Quantum-Safe Financial and Physical Zero-Knowledge Virtual Machine (QFS-zkVM) operating over the 64-bit Goldilocks prime field F_p (p = 2^64 - 2^32 + 1). Through the Quantum-Safe Autonomous Fiduciary Architecture (Q-SAFA), PHOENIX_BRIDGE, and PHOENIX_ROUTER hardware interlocks, the architecture enforces strict Human-in-Command (HIC) authority, statutory pre-execution risk gates analogous to SEC Rule 15c3-5, and board-level fiduciary monitoring compliant with Delaware Caremark standards.
