Abstract Pakistan stands at a critical economic crossroads, facing rising fiscal pressures, a vast informal economy, and complex compliance barriers on the FBR IRIS portal. This policy introduces a novel, digital-first structural framework designed to fundamentally broaden the national tax base and support Pakistan's long-term goal of becoming a USD Trillion economy. Moving away from traditional self-registration models, this framework proposes an innovative system where every Pakistani citizen is automatically assigned a National Tax Number (NTN) and an Active-Filer-Taxpayer status upon turning 18. By seamlessly integrating the digital infrastructure of the National Database and Registration Authority (NADRA) with the Federal Board of Revenue (FBR), this framework eliminates manual onboarding friction. Furthermore, the paper outlines a comprehensive ecosystem driven by multi-lingual mobile interfaces, AI-guided simplified returns, dynamic classifications for digital Business , and tangible legal and financial incentives for compliant citizens. proposes a landmark legal amendment to the Income Tax Ordinance, 2001, making automatic registration a statutory mandate upon attaining the age of 18.This proactive approach ensures fiscal stability, enhances sovereign credibility, and establishes tax documentation as a gateway to domestic and global economic opportunities without increasing tax rates on existing filers.
