THREE COGNITIVE GOVERNANCE GAPS CLOSED: (1) THE DECISION SPACE PROBLEM — The Counterfactual Governance Engine (CGE) computes M cryptographically sealed alternative governance paths (Counterfactual Fork Records, CFRs) at the moment of every evaluation, assembled into a Counterfactual Attestation Token (CAT) bound to the primary receipt. The CAT provides: offline-verifiable decision space evidence satisfying EU AI Act Art. 9 'alternatives considered' requirements with PQC-signed artifacts; a fragilityₛcore quantifying decision robustness (the proportion of counterfactual paths that diverge from the primary outcome) — a first in AI governance infrastructure; deterministic Variation Vector (VV) generation ensuring independent reproducibility. No prior AI governance specification records the decision space — only the selected path. (2) THE UNIVERSAL COMPLETENESS PROBLEM — The Grand Unified Governance Theory (GUGT) establishes six Universal Governance Invariants (UGI-001–006) derived by formal intersection of EU AI Act, NIST AI RMF, GCC/DIFC AI Regulation 2024, ISO/IEC 42001: 2023, and UK AISI Evaluation Framework simultaneously. ATF-compliant systems satisfy GUGT-L3+ATF by construction — the first cross-framework, cross-agent-type governance certification (LLM · FINANCIAL · MEDICAL · ROBOTIC · AUTONOMOUSVEHICLE · MULTIAGENT) certified by a PQC-signed Universal Invariant Receipt (UIR). (3) THE TEMPORAL INTERPRETABILITY PROBLEM — The Temporal Governance Bridge (TGB) provides a two-scale architecture bridging nanosecond-precision runtime governance to multi-year regulatory review cycles (EU AI Act 7-year retention, Art. 72): a Temporal Context Snapshot (TCS) embedded at record issuance captures the complete regulatory and threshold context at the nanosecond of creation; a Regulatory Alignment Receipt (RAR) projects historical records to current frameworks at review time without modifying the original evidence (TGB-INV-002 non-destruction invariant) ; a Temporal Migration Record (TMR) attests each evidence lifecycle transition.
