This paper reports the V12 ECSM electron-like packet test. It replaces the earlier generated response-centre energy ladder with an explicit finite-difference response-well eigenvalue problem. The response well produces bound radial modes which, after magnetic and internal-state expansion, generate a shell-like hierarchy with detected orbital degeneracy ladder 1, 3, 5, 7, capacity ladder 2, 6, 10, 14, and closure sequence 2, 8, 18, 32. Determinant filling tests show duplicate occupancy collapse, allowed same-group two-internal filling, allowed closure filling, and forbidden duplicate overflow. A chi-deformation scan preserves the bound hierarchy while shifting the bound-state energy span. The notebook passes all 22 final criteria with the verdict: PASS: response-centre bound-state spectrum generates shell-like hierarchy. This result is not claimed as a complete derivation of atomic structure or the periodic table. It is presented as a reproducible bridge between finite-response ECSM bound spectra and shell-like electron-packet filling hierarchy.
